PPA achieves level 3 HR Maturity, reinforces commitment to excellence.
21 APRIL 2026 – The Philippine Ports Authority (PPA), under the leadership of PPA General Manager Jay Santiago, is among the government agencies recognized today, April 21, 2026, by the Civil Service Commission (CSC) for achieving Maturity Level 3, or “Integrated Human Resource Management (HRM),” under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).
PPA is considered one of only three government agencies nationwide, including the Securities and Exchange Commission and the Philippine Rice Research Institute, to reach this advanced level of recognition, underscoring its strong institutional capacity and commitment to upholding the highest standards in public sector human resource management.

Under the PRIME-HRM framework, agencies are assessed across four core HR systems: Recruitment, Selection, and Placement (RSP); Learning and Development (L&D); Performance Management (PM); and Rewards and Recognition (R&R), ensuring that HR functions directly support institutional goals and service delivery.
