The Field Offices, which deliver frontline services, are organized into semi- autonomous units called Port District Offices (PDOs) under the supervision of the General Manager. There are 5 PDOs spread throughout the Philippines. Under the jurisdiction of each PDO are Port Management Offices (PMOs) which in turn manage the terminals within their geographical areas..

Philippine Port System

There are more than a thousand ports that comprise the so-called Philippine Port System. Of this number, around 12% or 123 seaports belong to or are under the PPA Port System which consist of 21 base ports and 102 secondary ports (or terminal ports).The rest is under the jurisdiction of the Department of  Transportation and Communications (DOTC).The PPA Port System has five (5) Port District Offices (as earlier mentioned), each having jurisdiction over all ports within its geographical territory.
