FOR OPERATIONS
Acts
as the deputy or second-in-command in the Organization.
Supervises
the operation and management of ports belonging to the Authority and the
enforcement of port rules and regulations.
Prescribes,
updates and recommends policies, systems and procedures in the operation of
the ports and in the delivery of port services for ports belonging to the
Authority, including those which pertain to port security.
Prescribes
port service performance, safety standards and monitors the adherence by
service contractors.
Prescribes
and updates rules and regulations relative to the operation of private
ports.
Undertakes
programs for improving operational efficiency of ports within the PPA’s
jurisdiction.
Evaluates
capabilities of existing and prospective operators both for ports belonging
to the Authority and those privately-owned and recommends for the issuance
or non-issuance of management contracts/permits to render cargo handling
services.
Prescribes
guidelines, systems and procedures in the operations and delivery of port
services including pilotage.
Prescribes
guidelines in the determination of the number of cargo handling operators
and other port services operators in the port directly managed by PPA.
Prescribes
port policies, plans and programs, and strategies including the
establishment and revision of tariff/rental rates.
Performs other related functions.
