1 Reorganization of NPAC              
                   
  1.1 Main Council              
                   
  a. Identification of new composition of the   Ad-Hoc Committee   October 11   The existing NPAC formed an Ad-Hoc Committee on

                on September 20.  The Ad-Hoc Committee
                immediately convened on the same day.
                   
                The recommendation of the Ad-Hoc Committee
                was presented before the Council for final
                deliberation/ approval during its October 1
                Meeting.  Approved during the meeting is
                the constitution of the reorganized NPAC which
                initially include six (6) government agencies 
                and fifteen (15) private sector groups.  It was 
                also agreed that membership will remain open 
                to other groups which  have legitimate concerns
                and could not be represented by existing members.
                   
  b. Issuance of official pronouncement   NPAC / PPA   October 21   The draft PPA Administrative Order entitled
    formally reactivating the NPAC           "Reactivation ofthe National Port Advisory
                Council" was presented to the Council during
                its first meeting on September 20 for
                review/comment.  Refinements were
                introduced until its final version was agreed
                upon per NPAC Resolution No. 04-2002 during
                the October 11 Meeting.
                   
                PPA Administrative Order No. 03-2002 was
                signed by the PPA General Manager on October
                21 and was subsequently confirmed by the PPA 
                Board of Directors .
                   
  1.2 Permanent Working Committees (PWCs)

  1.3 Operational Guidelines              
                   
  a. Formulation of guidelines governing the   Ad-Hoc Committee   November 13   The draft of proposed NPAC Memorandum Circular
    conduct of NPAC affairs   on Membership /       entitled "Rules/Procedures for the Conduct of NPAC
        NPAC Secretariat       Affairs" was presented to the Council on October 11
                for review/discussion.  Except for the inclusion of a
                saving clause, the guidelines were approved by the
                Council.  Hence, NPAC MC No. 01-2002 was signed
                by the Chairman on November 13.
                   
  b. Creation of technical/administrative   PPA / NPAC   December 23   As agreed upon in the organizational meetings of all
    support staff to the NPAC and its PWCs   Secretariat       PWCs and the main Council, secretariat services shall
                be provided by the PPA.
                   
                For this purpose, PPA Special Order No. 968-2002
                was issued on December 23 designating the support
                staff to said bodies.  The S.O., likewise, defines the
                scope and responsibilities of each support group.
                   
2 PWC Activities              
                   
  2.1 Identification of Priority Topics/Issues for   PWCs       During the series of the Council's organization
    Discussion Deliberation by the PWCs           meetings, priority issues had been identified.
                These were specifically drawn from the directives of
                Pres. Gloria Macapagal-Arroyo contained in her
                speech delivered during the 11th Mindanao Business
                Conference held in August 2002.  Other members of
                the Council also raised  major concerns which
                should be discussed/deliberated upon and addressed
                by the PWCs.  
                   
                As the PWCs were formally organized, each has
                identified priority topics which shall be tackled
                as part of the initial undertakings of each committee. 
                Among these topics are:
                   
                For PWC Port Operations:
                > Terminal handling charges component
                > Policy on the renewal of expired and expiring
                  cargo handling contracts in the light of EO 109 S.
                  2002
                > Transfer of procedures on dangerous cargoes to
                  DASSAD
                > Promotion of competition at Port of Manila
                   
                For PWC Port Development:
                > Master planning for the development and operation 
                  of domestic ports in Manila (South Harbor, North 
                  Harbor and Harbor Center)
                > Issuance of the Bid Terms of Reference for the
                  (Modernization) of North Harbor
                For PWC Port Tariff:
                > Unbundling of domestic rates and development of
                  cost-based methodology for tariff setting
                > Petition for the declaration of nullity on four PPA
                  Memorandum Circulars on cargo handling rates
                   
                For PWC Port Labor Relations:
                > Job security of portworkers who would be affected
                  by the planned modernization
                > Revival of PPA Administrative Order No. 01-2000
                  entitled "Guidelines for the Establishment
                  and Operationalization of the Portworkers Social
                  Amelioration Program"
                   
                For PWC Port Community Welfare:
                > Alleviation/amelioration of existing informal settlers in
                  ports (ISPs)
                > Reduction/removal of ISPs
                > Prevention of the recurrence of the influx of ISPs
                   
  3.1 Establishment of NPAC Web   PPA / NPAC   Continuing   In its effort to ensure that NPAC-related information
        Secretariat       is disseminated faster and efficiently to parties
                concerned, PPA operationalized a website for NPAC.
                   
                   
                The Website, which is linked to the PPA web, was
                launch mid-November.  Continuous posting of
                validated information has become a regular activity of
                the Secretariat.
                   
  3.2 Creation of NPAC Directory   NPAC Secretariat   October 11   The NPAC Directory was created to ensure timely
                dissemination of information.  The directory, which
                was generally based on the data provided by NPAC
                members, is regularly updated.
