TERMINAL MANAGEMENT
OFFICES
1 Supervises and manages the activities of the terminal 24 hours a day/365 days a year.
2 Supervises the actual operations of the cargo handling contractor and other port
related services.
3 Formulates and develops port operations systems and recommends revisions/
/improvements thereon.
4 Reviews, analyzes and evaluates performance of the cargo handling contractor in
accordance with the performance stancdards and rating system and cargo handling
contract.
5 Enforces regulations on proper utilization of operational areas and related services
and ensures that pier facilities are properly maintained.
6 Regulates and monitors operations of port ancillary operators.
7 Conducts, attends and coordinates meetings with cargo handling contractor and
other port users including other government agencies/entities on matters affecting
operational efficiency, safety, economy and environmental concern and clearance of
vessels and cargoes.
8 Maintains coordinativ e linkages with other divisions/sections/units of the PMO to
compliance of planned objectives/policies and other undertakengs.
9 Implemnents systems and procedures on the liquidation of port charges on a per
vessel/voyage basis on the terminal level and prepares computation sheet as basis
for the preparation of bills fo charges of the shipping lines for guaranteed accounts.
10 Submits

RESOURCE MANAGEMENT
DIVISION
1 Implements administrative, financial and human resource policies, system and guidelines.
2 Directs all functions related to human resource, like recruitment, placement, promotion,
manpower utilization, employee benefefit and welfare.
3 Issues office orders, circular, memoranda and government practices, rules and
regulations for the proper guidance of PMO employees.
4 Conducts administrative investigation and recommends disciplinary action against employee.
5 Directs the procurement, storage, issuance and inventory of supplies and other office materials.
6 Directs the general services functions like building maintenance, janitorial services, property
utilization, repair and maintenance and transportation services.
7 Directs the implementation of an efficient and effective communication system.
8 Supervises a systematic records management.
9 Develops financial management system for accounting, budgeting, billing and credit analysis
and cashiering.
10 Formualtes guidelines and procedures to effectively implement the financial management system.
11 Supervises the preparation of annual, supplementary and/or specific budgets.

Directs the conduct of special studies pertaining to financial, human resource
and administrative matters.

SAFETY
& ENVIRONMENTAL MANAGEMENT STAFF
1 Reviews/formulates safety plans/programs/guidelines/rules & regulations implementable at PMO level.
2 Initiates/coordiantes safety trainings/seminars for employees/port users and to improve knowledge
and skill of concerned personnel.
3 Prov ides technical advice on management at PMO level on matters pertaining to Safety.
4 Investigates and analyzes accident, property damage and other similar incident and submits
recommendations to such effect.
5 Acts on complaints, requests and reports on matter pertaining to Safety.
6 Conducts regular safety inspection in all operational areas, structures, facilities and equipment.
7 Undertakes studies and researches on safety.
8 Conducts accident/incident investigation and submits necessary recommendations for control
measures or prevention of similar occurrence.
9 Maintains records regarding accidents/incidents occuring within the port area.
10 Maintains coordination with external safety organizations and port users and other concerned
government agencies
11 Conducts safety inspection and evaluates applciations for Permit/Clearance to Operate and contracts
of various port users re: Safety factors in compliance with the "Dockwork Safety
and Health Standards" and other pertinent safety regulations.
13 Issues Notice of Violation.
14 Issues handling permits to load/unload dangerous cargoes and permits to undertake hotwork/welding
and/or other repair works within the port zone in relation to existing regulations.
15 Evaluates, analyzes and tabulates accident reports according to area, nature of accidents, etc and
submits recommendation on corrective measures to be undertaken.
16 Conducts scheduled safety inspection/audit of all arrastre and stevedoring contractors within PMO
Calapan to include its sub-ports.

1 Ensures that all port dues, fees and charges accruing to PPA are duly billed, collected
and safeguarded.

2 Supervises private security agencies/personnel operating within the port terminal premises.
3 Coordinates with other government law enforcement agencies regarding police/security matters.

3 Controls and regulates entry and exit of persons and vehicles to and from the terminal premises.
4 Formulates and recommends port security systems and procedures in accordance
with the general guidelines and depending on the PMO requirements.
5 Ensures the implmentation of security measures on persons, cargoes, port facilities
contracted security forces of shipping lines and arrastre operators, and other law
enforcement agencies operating inside the port.
6 Supervises private security agencies/guards operating within the terminal premises.
7 Conducts special police operations, as directed.

INTELLIGENCE
& INVESTIGATION SECTION
1 Conducts investigation of cases in accordance with legal requirement,
submits recommendation and /or files appropriate charges with proper authorities.
2 Conducts follow-up activities to ensure apprehension of suspect-at-large,
and compilation/acquisition of needed evidences, as are necessary.
3 Conducts intelligence and surveillance activities pertaining to unlawful
elements operating within the terminal jurisdiction.
4 Conducts special operations, as directed.
ENGINEERING
SERVICES DIVISION (ESD)
1 Undertake and control effective execution of rehabilitation and/or
maintenance works including minor construction works.
2 Assist in the planning and design of major constuction and development
projects whenever necessary.
3 Assists in the processing of maintenance contracts and ensure
compliance with the provisions of the contract and bidding documents.
4 Conduct ocular inspection and prepares cost estimates of damages
inflicted by ort users in port facilities & plants.
5 Evaluate plans and supervises repair/consttruction works to be undertaken by port users.
6 Prepare programs of work for repair and maintenance projects.
(ESD)
PLANNING PROGRAMMING & MONITORING SECTION
1 Prepares POWs, plans/drawings, technical specifications development plans,
cost estimates, project schedules and work programs.
2 Coordinate with other offices/agencies, offices, utility firms and other untis relative
to project plans and programs
3 Conduct inspections, surveys, research works and prepare schematic plans/drawings
and port developmetn proposals.
4 Update development plans, master plans, utilities and electrical plans.
5 Coordinate with other offices/agencies relative to dredging, reclamation,
provision of navigational aids and otherr port related activies.
6 Monitor actions on various incomeing/outgoing communciations and/or project
documentations.
7 Prepare and consolidate periodic reports i.e. MAR, MPFSR, PZD, KABUHAYAN, etc.
8 Maintain records and coordinate requirements/procurement of stocks of engineering
ofice supplies/equipment.
9 Prepares and maintain records and coordinate funds releases, fianancial balances
of projects and progress payments.
10 Assist in the preparation of draft bidding documetns and contract/agreement
for R & M projects.
(ESD) PROJECT IMPLEMENTATION
AND FACILITIES MAINTENANCE
1 Implements/supervise activities relative to repair and maintenance of port facilities.
2 Prepare work/activity schedules and work programs of engineering field personnel.
3 Implement/supervise maintenance of port facilities, buildings, electrical and other
utilities within the PMO.
4 Maintain and improve environmental cleaning and greening of PMO facilities.
5 Respond to emergencies in case of calamities and other eventualities.
6 Conducts inspections, surveys and research works relative to project implementation.
7 Conduct inventory of engineeing works relative to project implementation.
8 Prepare and submit progress/accomplishment reprots, correspondences and other

operations to ensure orderly movement of vessels, port safety and assists in enhancing
accurate payment of port charges due from vessels and cargoes.
3 Enforces prescribed rules and regulations in the harbor pertaining to navigation,
operational safety, and marine pollution control.
4 Attends to the processing and issuance of permits relative to berth allocation, vessel
clearance, shipside operation and all other maritime services.
5 Coordinates with terminal offices and other offices regarding harbor maintenance projects,
hydrographic surveys and dredging, installation of navigational aids, and proper
operation of available communciation facilities.
6 Implements orders from courts, Port State Control (PCG) and Flag State Control (MARINA)
regarding movement/stay of vessels in port.
7 Initiates/develops and recommends berthing and marine oriented regulations in port.

STATISTICS
1 Develops systems and procedures in coordingation with MISD to further enhance and
improve the liquidation of terminal fees on a per vessel per voyage basis utilizing modern
information technology.
2 Analyzes and evaluates documents for liquidation to ensure accuracy and completeness of
data.
3 Coordinates with other PMO-Calapan units and the cargo handling contractor for the
efficient and effective implementation of the liquidation system.
4 Maintains an effective records management system or liquidation report submitted for easy
retrieval and reference.
5 Collects, analyzes, evaluates and submits statistical data as input for management
decision-making.
6 Submits periodic report to the Port Manager through the PSD Manager on the progress of
terminal fees liquidation.
